Dr. Allen is a Los Angeles CA based retired obstetrician-gynecologist with 35+ years of experience in the private practice of
obstetrics and gynecology. Dr. Allen holds lifetime certification from the
American Board of Obstetrics and Gynecology, Inc, as well as lifetime fellowship in the American College of Obstetricians and Gynecologists. Dr. Allen also holds dual master degrees in health care administration and in public health/health systems management. He has delivered more than 6000 infants and completed more than 1500 hysterectomies, as well as a similar number of laparoscopic surgical procedures, during his active practice years. He saw more than 50,000 patients in his office practice during that time. Dr. Allen’s areas of particular interest during his active practice years were gynecologic laser surgery and urogynecology. He was the first physician in the State of Mississippi and one of the first obstetrician-gynecologists in the United States to own and operate his own accredited office based surgical facility, which almost directly led to his current work as a physician surveyor.
Currently Dr. Allen works primarily as a physician surveyor with the Accreditation Association for Ambulatory Health Care, Inc., having visited 97 ambulatory health care centers last year alone to provide education and consultation to these organizations seeking public recognition for delivering high quality care in a safe and sanitary environment. Most of the organizations Dr. Allen surveyed were ambulatory surgery centers, and the rest were U.S. Coast Guard Clinics and U.S. Air Force Clinics. He also has experience in conducting random, discretionary, and consultative surveys for ambulatory surgery centers/outpatient surgery centers.
Dr. Allen has experience as an expert defense witness in testifying in an alleged sexual assault/sexual battery law case in Superior Court in the State of Rhode Island in September 2010 that resulted in a not guilty verdict for the accused after three days of deliberation by the jury. It was Dr. Allen’s opinion, that after reviewing photographs taken by the Sexual Assault Nurse Examiner, that there was no evidence of sexual assault or aggravated sexual assault in the alleged sexual assault victim consistent with the nurse examiner’s interpretation of the photographs taken at the time of the sexual assault examination. Dr. Allen opined in his testimony that time that there may be biases in less than circumspect policies and in other factors against the defendant inherent in the methodologies used to conduct a sexual assault examination that may be too narrowly focused.
